I'm not sure what you're trying to say here, but the post you're replying to is saying that if you realize $3000 in capital losses during a year, you can deduct $3000 from your income (which works like any other deduction). If that doesn't make sense, there's a few things you need to understand: What matters is the difference between the purchase price and the sale price of an asset. If you have $100 worth of stock that you decide to sell, you need to look at how much you bought that stock for to determine whether you owe taxes on that trade, or if that trade is a loss. Say you buy some stock for $90, and you later sell it for $100. That is a capital gain of $10, that you then owe taxes on. If you buy some stock for $110 and you later sell it for $100, that is a capital loss of $10. If, over all of the things you sell during the year, the total sum of capital gains and losses is negative, you can deduct that loss (up to $3000) from your standard income taxes.
